Parenting programme service market sounding exercise
NHS Bournemouth and Poole and NHS Dorset cluster is considering commissioning a parent training/education programme for parents across Bournemouth, Dorset and Poole to support the management and prevention of conduct disorders. This service will need to work alongside existing provision across Dorset, Bournemouth and Poole to ensure an effective and joined up approach that meets local need and current gaps in provision.
We are considering a number of different service models and wishes to conduct a market sounding exercise to determine the interest in the draft specification and to engage in a dialogue with specialists in the market to refine and improve the service model. Participant in the exercise may also offer alternative service models which may offer greater efficient, effectiveness at a lower cost for the PCT to consider.
The draft service specification is based upon the following service aims
- The service will comply with the requirements set out within NICE Technology Appraisal 102 (2006) for Parent-training/education programmes in the management of children with conduct disorders.
- Provide effective evidence based group parenting programmes for children aged 2-12 at risk of developing conduct disorder.
- Provide effective evidence based individual parenting programmes to families whose needs are too complex to engage with group programmes (approximately 20% of families referred for support).
- Offer a range of appropriate and effective interventions that are evidence informed and based upon principles of best practice.
- Monitor outcomes for families receiving support using recognised evaluation tools and methodologies.
- Work in an integrated and effective way with existing parenting support provision
- Work as part of a multi-agency offer to support families as part of needs based approach
- Undertake effective prioritisation to ensure the appropriate engagement of families who are identified as having increased vulnerabilities which may result in the presence of conduct disorder and as such are harder to reach.
- Develop and deliver different approaches/models/interventions in each of the geographical areas of Bournemouth, Dorset and Poole following as assessment of any differing identified needs of the target families, levels of existing provision and gaps in provision.
- Deliver the service delivered alongside existing services to ensure a co-ordinated approach to provision, avoids duplication and makes the most effective use of resources to meet local needs.
- Promote and market the service effectively and appropriately among both professionals and potential participants utilising a range of appropriate mechanisms as part of a fully co-ordinated and integrated approach.
- Ensure that the views of the parent and family in regard to the service are of central importance and are always be sought and considered.
Following this exercise the PCT shall determine how it will approach the market to secure the services.
Participants should note that the PCT reserves the right to use any information shared within this market sounding exercise to develop a mature service specification for future procurement purposes. Any costs incurred by participating in this exercise must be born by the participating organisations.
Please note that any future procurement will be subject to a separate advertisement and participation in this market sounding will not automatically entitle any organisation’s involvement in this procurement.
