Board Members' biographies

 

Jacqueline Swift
Chair

Mrs Jacqueline Swift was appointed Chair of NHS Dorset in April 2009 and NHS Bournemouth and Poole in September 2011. Mrs Swift has considerable experience of working in the NHS. She has previously been Chair of North Bedfordshire Health Authority, Bedfordshire Family Health Services Authority and Milton Keynes Community NHS Trust.

She was appointed Chair of Milton Keynes Primary Care Trust ahead of its formation in 2000 and was responsible for bringing together the Primary Care Group and the Community NHS Trust into a single organisation. Mrs Swift was a non-executive Director at Dorset Healthcare NHS Foundation Trust until her appointment to NHS Dorset. MRS Swift worked as a management consultant in Organisational Development, specialising in the automotive industries, and has been Head of Corporate Affairs at Whitbread plc and Boots plc.

Suzanne Rastrick
Interim Chief Executive

Suzanne qualified as an occupational therapist (OT) and began her career in the acute hospital sector, moving to practice in community and primary care where she then gained her first general management role. In 2001 she became Clinical Service Director/Deputy Chief Executive of South and East Dorset PCT and was one of the first Allied Health Professionals (AHPs) to hold a substantive PCT Director of Nursing post. In 2006, Suzanne was appointed as Director of Patient Crae Improvement for NHS Dorset.

While holding the Board portfolio for nursing/AHPs, she is also responsible for medical performance matters. Her remit ensures that services commissioned for Dorset residents are effective and high quality, promoting excellence in practice and new inter-professional ways of working are key to her current role. This is demonstrated specifically in the national context as a co-opted member of the College of Occuptaional Therapists Professional Practice Board and a member of the NHS Employers Policy Board.

Suzanne was appointed as Deputy Chief Executive/Director of Quality for NHS Dorset in 2009 and NHS Bournemouth and Poole in July 2011 and now interim Chief Executive as of January 2012.

Executive Directors

Tim Goodson
Deputy Chief Executive/Director of Finance

Tim was appointed as the cluster Director of Finance for NHS Dorset and NHS Bournemouth and Poole in July 2011. He is a Fellow of the Association of Chartered Certified Accountants (ACCA). Prior to his current role, Tim was Director of Finance and Performance for NHS Dorset from 2006, and Director of Finance, Performance and Planning for South West Dorset PCT for the preceding two years. Tim originally joined the NHS in 1995 as an internal auditor following his intial accountancy training with chartered accountancy practices in the private sector. Tim later moved into more mainstream finance functions with Dorset Community NHS Trust and North Dorset Primary Care Trust. During Tim's career in the NHS he has had a broad range of execuutive lead repsonsibilities including Finance, Performance, Information, Deputy Chief Executive, Commissioning, Primary Care, Sustainability, Support Services, IM&T, Risk Management, Estates and Capital Planning.

Dr David Philips
Medical Director/Director of Public Health

Dr David Phillips qualified in medicine at the University of London. He has spent his career in both clinical and public health medicine in a variety of developed and developing countries. He returned to the UK in 2005 after having been Head of Public Health at New Zealand's national communicable disease centre.

He has also worked as a consultant to various health international agencies including the World Health Organisation.

Jane Pike
Director of Acute and Primary Care Service Improvement

Jane spent the first 16 years of her career as a Clinical Microbiologist both in the NHS and veterinary fields. In 1997 she was successful in gaining a place on the NHS accelerated management training scheme, graduating in 2000. Since that time she has held a variety of senior management positions at local, regional and national level, spanning operational and strategic commissioning responsibilities.

Jane joined NHS Dorset from NHS Hampshire, where she had been the Programme Director - Service Redesign since 2007. Prior to this she held the role of Head of Adult Services at East Hampshire, Fareham and Gosport Primary Care Trust managing all adult community services, including four community hospitals.

Jane was appointed as Director of Acute and Primary Care Service Improvement for NHS Dorset and NHS Bournemouth and Poole in July 2011.

Forbes Watson
Clinical Commissioning Group (CCG) Chairman

Dr Forbes Watson is the principal GP at Lyme Bay Medical Practice. Trained at the University of Glasgow, he has worked in Glasgow, Cornwall and Australia before moving to Lyme Regis, where he has been since 1997.

Forbes has been Chair of the Professional Executive Committee sice it was formed. He is married with children and his interests include rugby union and boating - he is the doctor for the RNLI station at Lyme Regis.

Charles Summers

Director of Workforce

Board Member Charles Summers

Charles Summers is our Director of Workforce and has spent 16 years in the NHS working in various health settings, developing and improving people management.

Charles provides professional advice on all aspects of workforce and organisational development practice to both PCT Boards and to the leadership of the Shadow Clinical Commissioning Groups for Dorset, Bournemouth and Poole. For the past 6 years Charles has worked at executive level with a number of NHS Boards. Charles champions our equality and diversity and NHS Consititution responsibilities and is a member of the Chartered Institute of Personnel and Development.

Charles was appointed as Director of Workforce for NHS Dorset and NHS Bournemouth and Poole in July 2011.

Jacqueline Cotgrove
Director of Commissioning Development

Jacqueline was appointed as Director of Commissioning Development in August 2011. Prior to this Jacqueline was Director of Workforce and Corporate Affairs for NHS Bournemouth and Poole. She has extensive workforce experience gained from a variety of roles within different parts of the local health community. A Chartered member of the Chartered Institute of Personnel Management, Jacqueline also has an MSc in Human Resource Management.

Non-executive Directors

Eugene Gratwick
Vice Chair/Non Executive Director

Eugene spent over 35 years working in local government, largely in the field of Social Services and associated welfare activities. He worked in all areas of care particularly with children, older people and those with a disability. Previously a senior manager within Dorset County Council, Eugene worked more recently within the new unitary authority of Borough of Poole where he was involved in setting up and running the new Social Services roles from which he has now retired. Eugene has lived in Poole since 1973.

Eugene is the Trust lead for:

  • Children and Young People;
  • Quality and Safety

and a member of the following Committees:

  • Remuneration and Terms of Service;
  • Joint Integrated Governance;
  • Children's Continuing Care Panel (Deputy Chair);
  • Continuing Care Panel (Deputy Chair);
  • Clinical Services Tender Panel.

Eugene was appointed to NHS Bournemouth and Poole in October 2006 and NHS Dorset in September 2011.

Graham Avis
Non Executive Director

Graham worked for the BBC for 35 years, initially as an engineer, but latterly as a senior manger with the World Service. During his career he was based both in the UK and overseas on Ascension Island.

Graham has now retired from full-time employment, but runs a small, part-time, research and analysis consultancy. He is a volunteer with the Bridport Museum Trust, assisting with the collections and also at their local history centre.

Graham was appointed to the NHS Dorset Board in 2006 and to NHS Bournemouth and Poole in September 2011.

Heather Craven
Non Executive Director

Heather spent her career working in the NHS and her last job before she retired from the NHS was Deputy Chief Executive and Director of Operations for the Oldham NHS Trust, Greater Manchester. A former school governor, Heather moved to Poole in 2001 and moved to Milford on Sea in 2011.

Heather is the Primary Care Trust lead for Carers and is a member of the following Committees:

  • Remuneration and Terms of Services
  • Joint Integrated Governance
  • HR Subcommittee (Chair)
  • Safeguarding Adults Board
  • Continuing Health Care Panel

Heather is also a governor of the Dorset Healthcare University NHS Foundation Trust.

Teresa Hensman
Non Executive Director

Teresa is a Fellow of the Chartered Association of Certified Accountants and a member of the Association of Fraud Examiners.

Ms Hensman qualified as an accountant in 1996 while working for the Hammersmith Hospitals NHS Trust. She has more than 13 years' senior management experience within housing associations and local government with revenue budgets in excess of £250 million.

Teresa is vice Chair of the Joint Integrated Governance Committee and a nominated goevrnor for SWAST. Teresa is also a member of the Remuneration and Terms of Service Committee.

Ken Hockey
Non Executive Director

Ken is a retired Company Director, with 25 years' experience of owning and running a large engineering manufacturing company. He is also a past Chairman of the Solent Group Ltd, industrial refrigerators and temperature controlled equipment manufacturers. Serving 12 years on the Governing Body of Winton Secondary School, he retired as Chairman in 2000. Ken has also served as a treasurer of the Strouden Park Residents' Association and, for the last 13 years, has been involved with the local Neighbourhhod Watch scheme. Ken is also a member of the Dorset Magistrates Advisory Committee. Ken lives in Bournemouth and is a member of the following Committees:

  • Remuneration and Terms of Service Committee
  • Continuing Care Panel

Ken is also the NHS Bournemouth and Poole nominated Governor for The Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust.

Ken was appointed to NHS Bournemouth and Poole in 2006 and NHS Dorset in September 2011.

Glyn Smith
Non Executive Director

As well as being a Non Executive Director of the Trust, Glyn is also Chairman of the Joint Integrated Governance Committee, an independent appointment made by the NHS Appointments Commission. Glyn, a Chartered Accountant, has spent most of his career in senior roles in financial services, including 19 years with Barclays Bank, latterly as Finance Director of the retail bank worldwide. He left Barclays in 1999 to become Group Finance Director of the Portman Building Society, until his retirement in 2006. Glyn currently holds a number of other non-executive directorships in both the public and private sectors, is an examiner for the Institute of Chartered Accounts in England and Wales, and a former governor of both Bournemouth University and Talbot Heath School. He has a degree in French and Russian from Cambridge University and lives in Broadstone.

Glyn is the Primary Care Trust lead for complaints and is a member of the following committees:

  • Joint Integrated Governance (Chairman)
  • Joint Remuneration and Terms of Service

He is also the NHS Bournemouth and Poole nominated Governor for Poole Hospital NHS Foundation Trust.

Glyn was appointed to NHS Bournemouth and Poole in 2006 and NHS Dorset in September 2011.

Elizabeth Stevens
Non Executive Director

Elizabeth's background is in nursing with her last post being Director of Nursing in Poole Hospital NHS Trust. Subsequently Elizabeth served as a non executive director to Dorset Health Authority and Dorset and Somerset Stratgeic Health Authority.

Since appointed as a non executive director to the NHS Dorset Board, Elizabeth attended the Clincial Governance Group and from 2009 the Risk Group which reported to the Integrated Governance Committee of which she was a member until the formation of the Cluster Board in September 2011.

Elizabeth is a Mental Health Act Hospital Manager undertaking ward visits and panel hearings pan Dorset.

Elizabeth is the nominated governor for Salisbury NHS Foundation Trust.

Elizabeth was appointed to the NHS Dorset Board in October 2006 and NHS Bournemouth and Poole in September 2011.
